ERRCS / BDA Systems in El Paso, Texas
El Paso is home. Black Signaling Systems is headquartered here, and we deliver in-building emergency responder radio coverage systems (ERRCS / BDA) for buildings across the city and the surrounding region, managing design and installation through trusted, qualified partners. When a project needs radio coverage to reach its Certificate of Occupancy, or an existing building needs its annual test, you are working with a local partner who knows the process.
El Paso's requirements
El Paso adopted the 2021 International Fire Code with local amendments to Section 510, emergency responder communication coverage. Under those amendments, buildings of roughly 40,000 sq ft and up generally need approved in-building radio coverage, measured against the city's public-safety radio system at the exterior of the building. Size is only part of the picture. Construction type, below-grade levels, and use all matter, and the final call belongs to the AHJ.
For buildings inside the city, the Authority Having Jurisdiction is the El Paso Fire Department Fire Marshal's Office. Projects outside city limits may fall under a different fire marshal, and we confirm jurisdiction at the start of every job.

Who we work with
We work with general contractors facing a late-schedule radio requirement, electrical contractors who want an ERRCS partner instead of building the specialty in-house, and building owners and property managers who need testing, recertification, or a clear answer about an existing building. We also serve nearby communities, including Las Cruces, Sunland Park, Horizon City, and Socorro.
Rick Black, owner, holds an FCC General Radiotelephone Operator License (GROL, PG00081476) and works directly with each client.
